Spain's prime minister, Mariano Rajoy, faces the toughest week of his three months in office as he is forced to announce up to €40 billion ($50.7 billion) in spending cuts and taxes in a budget on Friday, the day after a general strike. Mr Rajoy's conservative People's Party achieved victory in key regional elections in southern Andalusia at the weekend, but did not secure the outright majority it had hoped for. The result denies him unprecedented control over troublesome regional governments whose inability to reduce deficits helped to put Spain centre stage in the eurozone crisis. It came as other European leaders and the markets signalled that Spain was now the biggest single threat to the stability of the eurozone. Mr Rajoy was recently forced to backtrack by fellow European Union leaders who refused to accept the deficit target of 5.8 per cent of GDP that Spain set unilaterally for this year. They told him to cut it to 5.3 per cent.

The illegally denied default of Greece entered a dramatic new phase this afternoon with the revelation by mainstream Greek public health website Health News that, shortly before midnight on March 8th -- the eve of Greece's psi completion on Friday March 9th -- on average 70% of public utility funds in varous large, interest-bearing accounts at the Bank of Greece were raided. These included most of the State's regional hospital budgets, various universities and (it is alleged) at least one utility company. Solicitor General Donald B. Verrilli Jr. should be grateful to the Supreme Court for refusing to allow cameras in the courtroom, because his defense of Obamacare on Tuesday may go down as one of the most spectacular flameouts in the history of the court. Stepping up to the podium, Verrilli stammered as he began his argument. He coughed, he cleared his throat, he took a drink of water. And that was before he even finished the first part of his argument. Sounding less like a world-class lawyer and more like a teenager giving an oral presentation for the first time, Verrilli delivered a rambling, apprehensive legal defense of liberalism's biggest domestic accomplishment since the 1960s--and one that may well have doubled as its eulogy.

The twin brother of the Polish president who died in a 2010 plane crash in Russia claimed Wednesday that the accident is looking increasingly like an assassination and called on the European Union to investigate. Jaroslaw Kaczynski's appeal comes amid a backdrop of deep suspicions over the crash by some Poles, mainly people of a nationalist bent who distrust Moscow, which controlled Poland during the Cold War.

"If there were explosions (on board), if this catastrophe looks increasingly like an assassination, then this means there is a new quality to international politics," Kaczynski said. He called on EU lawmakers and leaders to investigate the crash, arguing that it's a matter of importance not only to Poland.

The government of Prime Minister Donald Tusk and many Poles view assassination theories as irrational. No proof has ever been put forth to indicate that the crash was intentional.

Mr Kaczyński also questioned the Polish government's reaction to the plane crash. "How did the foreign minister [Radosław Sikorski] know just a few minutes after 9 AM that everybody had died? And a few minutes later he already knew it was as a result of pilot error," said the PiS leader, adding that there was a "propaganda campaign" surrounding the crash, which had been "planned earlier."

One autopsy report describes organs that had been removed years before. Another adds 20 centimeters (nearly 8 inches) to a short man, making no mention of bones disfigured by childhood polio. One family doubts whether an autopsy was performed at all. The talk was heavy on the "people are dying" rhetoric, with initially lots of pictures of drug labs, but soon became entirely about drugs with active ingredients that are just made to look like brand name drugs.

I have tried to get a copy of his slides, but they've called Charterhouse Rules over the whole event.

The most interesting and No Agenda relevant point that came out of it is that Iran is currently seen as the largest source of "counterfeit" drugs. Viagra was used as an example, with Iran being responsible for buying the most amount of Sildenafil Citrate last year at 22000kg. Apparently the Viagra that can be made from that is worth Û140,000 per kg.

Seems worth going to war over? It would show a link between the pharma companies and government strategy.

A cross-party committee of MPs and peers has urged the government to consider introducing legislation that would force Google to censor its search results to block material that a court has found to be in breach of someone's privacy. In a report published today, the joint Commons and Lords committee said Google should proactively monitor its search results, highlighting evidence given by Max Mosley, the ex-Formula One boss who said he had spent at least £500,000 in 23 countries attempting to remove traces of a video filmed covertly by the News of the World from the internet. Google was criticised by the committee for its "totally unconvincing" objection to requests to filter its search results. The search giant argued that such a policy could threaten the unfettered flow of information online. The committee was set up by the prime minister in May last year to examine privacy and free speech after the controversy over the increasing use of injunctions, including one taken out by the footballer Ryan Giggs. The report, which has been widely trailed, warns against a new privacy law and sets out recommendations for an "enhanced" press regulator. The report's most pointed language is reserved for internet companies -- such as Google, Facebook and Twitter -- which the committee said had presented numerous challenges to the rule of law in the UK. "Google and other search engines should take steps to ensure that their websites are not used as vehicles to breach the law and should actively develop and use such technology," the committee said. "We recommend that if legislation is necessary to require them to do so it should be introduced."

Scientists at Germany's Potsdam Institute for Climate Impact Research this week published research that they said indicated the high incidence of extreme weather events was not merely accidental. "From the many single events a pattern emerges," the authors wrote. "At least for extreme rainfall and heat waves the link with human-caused global warming is clear." "It's like a game with loaded dice," said Dim Coumou, co-author of the study. "A six can appear every now and then, and you never know when it happens. But now it appears much more often, because we have changed the dice."

According to several top scientists, the March heat wave that has shattered records across a wide swath of the U.S. bears some of the hallmarks of global warming. In email conversations, those same scientific researchers who specialize in studying the role climate change plays in influencing individual extreme events -- a burgeoning field known as "extreme event attribution" -- said global warming may have made March's soaring temperatures more likely to occur, although they add that natural variability has played a key role as well.

Although studies have not yet been conducted on the main factors that triggered this heat wave and whether global warming may have tilted the odds in favor of the event, scientific studies of previous heat events clearly show that global warming increases the odds of heat extremes, in much the same way as using steroids boosts the chances that a baseball player will hit more home runs in a given year.

Farming is probably responsible for about one-third of global greenhouse gas emissions, although the figure is hard to pin down as a large proportion comes from land clearance, for which emissions are notoriously difficult to measure. A federal judge on Wednesday continued to question the FBI's explanation for not producing videotapes associated with the 1995 Oklahoma City bombing that a Salt Lake lawyer has sought for nearly six years. "It's quite astounding that documents as important as these went missing and the FBI says, 'Well, they're gone,'" U.S. District Judge Clark Waddoups said during a motion hearing. At issue is whether the FBI adequately responded to Jesse Trentadue's Freedom of Information Act request for footage of Timothy McVeigh parking a truckload of explosives at the Alfred P. Murrah Federal Building on April 19, 1995. Specifically, the Salt Lake attorney is after a building surveillance tape and dashcam video from the Oklahoma state trooper who stopped McVeigh 90 minutes after the explosion that killed 168 people. The FBI has submitted several declarations from its top records manager to show the agency has searched electronic databases and evidence warehouses without success. But Waddoups said the declarations lack credibility because they do not include firsthand knowledge or details about who, when, where or how the searches were conducted. "That's not good evidence," he said.

Certain top French intelligence officials have suggested that Mohamed Merah, the alleged gunman in Toulouse, worked for French intelligence. Merah has been linked to the Central Directorate of Internal Intelligence (DCRI), run by Bernard Squarcini, who is very close to President Nicolas Sarkozy. Squarcini has admitted that Merah repeatedly visited DCRI offices. Yves Bonnet, a former intelligence chief, says of Merah: "He was known to the DCRI... because he had a handler in domestic intelligence." The newest entrant into the space in the U.S. is a Los Angeles-based software and design firm called Square One. The company has a small pilot program working to design a software-testing training program for people on the autism spectrum. The project grew out of conversations between company co-founder Chad Hahn and his wife, Shannon, who works with the developmentally disabled. Hahn, along with experts his wife led him to, has put together a software-testing curriculum that he's now in the process of teaching to an inaugural class of three. The course he's designed relies not on written instructions but on a software tool called iRise to create simulations of the sort of problems the trainees would confront in an actual work setting.

A genetic discovery could help explain why flu makes some people seriously ill or kills them, while others seem able to bat it away with little more than a few aches, coughs and sneezes. In a study published in the journal Nature on Sunday, British and American researchers said they had found for the first time a human gene that influences how people respond to flu infections, making some people more susceptible than others.

In future, the genetic discovery could help doctors screen patients to identify those more likely to be brought down by flu, allowing them to be selected for priority vaccination or preventative treatment during outbreaks, the researchers said.

And on that note, I am pleased to announce that the United States and Estonia have agreed to co-chair a new initiative in the Community of Democracies that will use technology to help strengthen democratic institutions. This program that we call LEND, L-E-N-D, the Network for Leaders Engaged in New Democracies, is an online platform that will connect leaders from emerging democracies with former presidents, prime ministers, and others who have helped lead democratic transitions in their own countries. We are particularly focused on working together in Tunisia. When the network is activated later this year, it will help accelerate the exchange of ideas among leaders who have the experience to share, and we're very excited to be co-chairing this initiative with Estonia.
